👨‍💼【Teacher / Government Tax Officer】:
Thank you for meeting with me today. I understand you have concerns about the recent changes to our tax incentive program for foreign investment projects.
🧑‍🎓【Student / Project Manager】:
Yes, that's correct. We need you to explain why the conditions for tax incentives changed after we started this plant project. Our company made investment decisions based on the original tax benefits promised by your government.

👨‍💼【Teacher / Government Tax Officer】:
I apologize for the confusion this has caused. The national government revised the tax law to focus incentives on projects with higher local employment rates. Your project currently employs 45 percent local workers, but the new requirement is 60 percent.
🧑‍🎓【Student / Project Manager】:
We understand the policy background, but we require that the original tax incentive continue for our project. We signed the investment agreement 2 years ago based on those terms. If the incentive is removed, our project will lose 8 million USD in expected savings over 5 years, which makes the project economically difficult.

👨‍💼【Teacher / Government Tax Officer】:
I see your point. Let me check if we can offer a transition period. Could you provide a plan to increase local employment to 60 percent within 18 months? If you agree to that, I may be able to keep the original incentive during the transition.
🧑‍🎓【Student / Project Manager】:
That sounds like a reasonable solution. We can prepare a detailed employment plan and share it with your office by the end of next week. We will include specific hiring schedules and training programs to reach the 60 percent target. This approach helps both sides meet their goals.

👨‍💼【Teacher / Government Tax Officer】:
Excellent. Please send the plan to my office, and I will review it with the ministry. If the plan is acceptable, we can arrange for the continued tax benefit under the transition framework. I appreciate your cooperation on this matter.
